Medico-Legal Experience

Graeme Marsh is an Expert Witness with a specialist focus on Environmental Control Systems (ECS) and Electronic Assistive Technology (EAT). ECS and EAT refer to technology that enables people with severe physical disabilities to safely control their environment and communicate, often through eye-gaze, switch access, or voice activation. Mr Marsh’s medico-legal expertise supports clients with spinal cord injury, brain injury, cerebral palsy, and progressive neurological conditions who require assistive technology to maximise independence and reduce care needs.

Retired from the NHS in 2025, he brings over 22 years of frontline clinical and technical expertise to his medico-legal work. A diverse background in both engineering and medical physics has uniquely positioned Mr Marsh as an expert in his field, blending technical insight with real-world clinical experience.

Clinical Experience

Mr Marsh most recently served as Service and Clinical Lead for Regional EAT Services within the Neurological Services of the Special Care Group at Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust.

His career in the NHS began in the Regional Medical Physics Department, where he worked across clinical engineering, rehabilitation, and mobility services. He developed bespoke solutions to complex medical problems, including special seating, wheelchair adaptations, and prosthetic quality assurance, and held the post of Senior Rehabilitation Engineer overseeing a team of engineers across the Northern region.

In the early 2000s, Mr Marsh established a sub-regional Environmental Control Systems (ECS) service, which he led through its expansion into a Northern Regional Service supporting over 600 clients. He was later tasked with re-modelling the Regional Communication Aid Service, holding leadership of both services until his retirement from the NHS in 2025.

Nationally, Mr Marsh has played a key role in the development of Electronic Assistive Technology policy and commissioning. He served as a Senate Member of NHS England’s Clinical Reference Group for Complex Physical Disabilities, advised on the creation of National Service Specifications for EAT, and contributed to the NHS Supply Chain Task Force overseeing national frameworks in this field.

His work bridges engineering, clinical practice, and national service planning, delivering real-world solutions for people living with complex physical disability.
